Anyone ever had individual health insurance through healthcare.gov?

My employer doesn’t provide health insurance in that I need to buy it myself. I asked my university about this and they recommended me to look up on healthcare.gov. I provided some personal information and a bunch of agents called me today. They matched me with a plan and said I can only apply to this insurance with them over the phone. They then asked me about my credit card information. I didn’t give it cause I thought it was a bit suspicious. They then insisted they can answer any questions and when I asked if I can call them back, they said if we got disconnected there is a chance that my application won’t be approved when I do it later because I already got a quote?? I am wondering if there is anyone who went through this process, did you provide your card information to an agent over the phone?? And is it true that you cannot enroll it by yourself that you have to do with an agent? Any help would be appreciated, thank you so much!!
