Any way to get out of network bill covered?

I (f27) have federal BCBS (in VA) and was diagnosed with skin cancer on my face in July of this year. The dermatologist who did the biopsy directed me to a throat and nose surgeon who explained how much skin was going to be removed and the lymph node biopsy. This surgeon and dermatologist were both in network and their bills have been appropriately covered. The throat and nose surgeon told me to make an appointment with (Name of Dr) plastic surgeon to discuss with reconstruction would look, I gave him my insurance information at that pre-operation appointment and was not told he was out of network. The day of the full surgery came and went and now I am receiving EOBs that say I will be responsible for a $25,000 bill from the plastic surgeon. I called my insurance and they basically told me, he was out of network and they paid him what that covered. They said I can write a "Attention Reconsideration" letter and mail it KY, is there nothing else I can do? Is it likely that they will ignore my letter?
