Anthem only allowing small part of what I paid to count towards deductible

I recently changed jobs and thought my new health insurance from Anthem had pretty good out of network benefits, which was important to me because I wanted to keep my same mental health providers. But I just reviewed my recently processed claims and it’s not making much sense.

I thought the way it worked was that the full amount I paid for the out of network covered service would count towards the deductible and once the deductible was hit only then would insurance start paying for part of the costs. This would’ve happened pretty quickly given the amount my doctor charged per visit.

In the claims, however, Anthem says only 12% of the amount billed is allowed to be counted towards the deductible. My previous insurance was United Healthcare and they counted the full amount towards the deductible. At this rate, it’ll take me a much longer time to reach the deductible and almost negates any salary increase I got by switching jobs. This is the most expensive plan offered by my employer too. Not sure why it’s so much worse than my previous insurance.
