All doctors NPIs in network, facility billing NPI isn’t

I'm trying to understand what my next steps should be in trying to resolve this situation.

I have been working with a fertility clinic and every doctor in that facility is in network with the health insurance network (First Health Network) and all the doctors appear when looking through the networks "find a provider" engine through my specific insurance provider (and has since we began looking over 3 months ago). However, my health insurance is saying the facility isn't (specifically, the billing NPI isn't) despite the fact that the facility bills through the First Health Network with the billing NPI all the time.

It's already stressful enough due to the reason we're having to go (fertility clinic). But also, when I look for other providers, none of the facilities appear either. This is after I've spoken to someone at our insurance member services and was told our provider was in network, and my company's HR team telling me that the provider is INN and that the provider just needed to call back (they were once again told they weren't).

Am I just out of luck? Nothing has been billed as they were just trying to verify benefits before our initial visit, which has since been cancelled as a result.
