22 yo college student losing coverage what are his options in Nevada?

I'm trying to assist my sister and her 22-year-old college student son. My sister lost her job and will be moving to Cobra for her insurance. My nephew was on the plan; however, to cover both of them under Cobra would be a financial hardship for my sister, so we're looking for options for my nephew.

My sister DID NOT claim my nephew on her 2023 taxes. My nephew filed his own and had less than $3,000 of income. He's currently not employed as he's focusing on school. My nephew resides with his mother.

My sister believes he should qualify for low- to no-cost health insurance through healthcare.gov. I've thoroughly reviewed the information for her, and I must admit, it's quite complex. One of the questions is about 'household' income. My sister is under the impression that since she didn't claim him on her taxes, her income shouldn't apply here.

Is there anyone knowledgeable in this area who could lend a hand? I'd be immensely grateful for any assistance for my sister and nephew. Please don't hesitate to ask any additional questions needed.

EDIT: His university does not offer health insurance to undergrad students.
