10 min telehealth billed as a standard 1 hr visit AND extra counseling??

Last week, I was supposed to have a telehealth with my doctor just to quickly discuss follow up and ask for a blood work order for my upcoming endocrinologist visit. However his desk assistant thought it was good idea to put my telehealth appointment at 5PM in the evening, when the office closes. She reassured me that he would call.I waited for 45 minutes in the ICare video conference, but he never showed up.

Then 3hrd later, (so around 8:44pm) he called my cellphone and apologized that his desk assistant put every telehealth appointment at 5PM so he had multiple people calling and complaining. The whole phone call only took like, 8-10 min.

Today I look at my insurance claims and see that he billed me not only for one standard hour visit (which I had been charged with when I visited him in person before, I checked that it was the same billing code) but also "health counseling" just because I asked for a bloodwork that the endocrinologist asked for?? I think this is bullshit. Is there a way to dispute this? How should I go about it?
