Was told I was denied, but got a card anyways?

So, a few months back I was told that I’d be eligible for a special enrollment period for health insurance (my parents unexpectedly kicked me from theirs). After filing a bunch of paperwork, I was told I didn’t qualify and that I should reapply during open enrollment.

But, yesterday, I got my mail and it had an insurance card and a bill in it. I’ve looked through all of my emails and my inbox for the insurance company, but didn’t have anything about my insurance being approved – just a bill to pay (and bills from the two months I didn’t know I had insurance).

Does this mean it actually went through? Was there some mistake on their part? I want to just swap all of my medical stuff over to it, pay my bill, and keep my head down, but I’m worried that it was sent on accident and that I don’t actually have coverage. I also don’t want to call and ask, because I’m afraid they’ll realize they made a mistake and cancel it.

Would there be any repercussions to me just using the insurance card, even if it was sent to me accidentally? Like, would I have to repay the company or anything?

Company is Regence, if it matters.
