Difficulty trying to figure out what is considered my primary insurance

Hello everyone, looking for advice on how I can figure out which insurance is considered my primary insurance. So I started grad school and a specific requirement of the program was that insurance plans cannot have a deductible over like 4000. I was lucky enough to still be covered by my parents insurance (at least for another year with their COBRA benefits), but their plan has a super high deductible and was deemed ineligible.

So now I have two health insurance plans and I don't know what to do with that. Honestly, I would love to use the new one from my school as it covers my medications better and because it is more local a lot more of my local hospital system is covered. But I can't figure out if it is actually considered the primary.

Old insurance was commercial through my dad's work and he accepted an retirement package with 1 year of continued insurance. It's a high deductible plan but that is about all I know.

New insurance is through my graduate school who is contracting with a commercial plan and it is a PPO.

Any input is appreciated because I am very confused.
