Help in figuring out assisted living coverage if possible.
Hi, this is a bit of a long one, so my apologies for the format if it isn’t right. A family friend (81F) has had Medi-Cal for insurance since she was in her late 40s after she had a big brain bleeding that left her incapacitated for a couple of years, and basically has never been able to work after that with a slew of other medical conditions. Her husband worked so that was their source of income. She got Medicare on top of Medi-Cal once she was in her 60s. Her husband died in 2010, and she has been living in her house this whole time, she owned it with her husband. Her adult kids helped her out as far as activities of daily living, and they basically took turns doing so as it got to a point where she needed 24/7 care as she got older. All her children work full time and at first they hired a caregiver to help with her care. Eventually they all decided to sell her house instead and use it to pay for monthly costs of an assisted living facility which was at $6000/ month but included everything including managing her medications, bathing, etc. Taking care her to medical appts were still done by her children. She has been in assisted living for 4 years and sadly the money that they got selling her house is almost gone, maybe about a year’s worth left. They moved her to a cheaper facility at $4500/ month just to further stretch her money. By the way, the money that they got for selling the house was transferred to an account under all her children’s names upon sale of the house. Medi-Cal knew of her owning a house but were not notified of the sale of the house. Question is, will she be eligible for medi-cal and Medicare to cover her assisted living now if they apply for it? Will she be fined for not notifying medi-cal that her house was sold? She has monthly SSI income of about $1000 a month and they use it for necessities like her diapers, extra food, etc.
TL/DR: will a family friend (81F) get coverage for assisted living facility with medi-cal? She has no assets and ssi income only $1000 / month. Thank you for any input.
