Marketplace Insurance company shut down entire medical facility in August – now have no access to care. Is this legal?

I have been with Florida Blue for years. They wholly owned and operated a huge facility a few miles from my house. My primary care provider, cardiologist, endocrinologist, pulmonologist and gastroenterologist all worked there and all my scans were done there.

I got a letter in July staying a Florida Blue was closing the facility on August 30, but that they would be replacing it on 1 September. Going to this facility was free or $20 at most under my plan. This is the ONLY reason I bought this plan. The plan costs $1150 a month and has an $18000 family OOPM.

Florida Blue have not replaced the facility or specialists and will not give any details now of if and when they intend to. The send me letters with the name of fake doctors that don't exist and addresses that I drive to only to find a grocery store.

Without this facility, the plan is terrible value for money.

I had appointments with all these Drs and specialists and scans that were cancelled.

There are other in network doctors in the much wider area (within 25 miles) but now I will have to pay to see each one and most of them cannot get me in until next August/September.

Is this kind of bait and switch actually legal under the ACA?

I have put in a request to Healthcare Marketplace to try to get special dispensation to change insurers mid way through the year but this will take 30-60 days.

I will plan to report them to the State Department of Insurance.
