Medicaid won’t pay for my partial. I am aware this "work around" may be unethical but would it work?

Throwaway for legal reasons. TLDR at the bottom.

I am a single mother (30) who is currently unemployed and have no family. I have a supportive boyfriend but there is only so much he can help with.

Previously, I have had a top partial that I got because I still had baby teeth as an adult and the adult teeth wouldn't come down even with the appropriate chains attached.

Some what recently, I lost my mother to ALS and she was the only family I had. The grief had in me in a major depressive state for a long time and I lost my job.

I finally was able to get to the doctor to start an SSRI. With the SSRI I was able to begin doing basic tasks again, including self care. Things like going to the dentist.

The dentist found 6 teeth the needed root canals. Medicaid doesn't pay for that so I was forced to go with extraction.

I have now had all the extractions and Medicaid won't pay for the top partial because it hasn't been 10 years since they did the first one. Exceptions are limited and I don't fit any of the criteria…BUT exceptions are made if the partial has "been stolen" with police report.

Of course it's a concern to me cosmetically but more so I feel it will prevent me from getting a decent job if I am missing several of my top teeth.

My question is if I called the police and had a police report filed that stated my bag was stolen out of my car (there's no cameras around) would that work? There's no way to prove it didn't happen…

Could they revoke my medicaid since the report was made after I was denied?

Can they still deny it since the report was made after I was denied?

TLDR Medicaid won't pay for my partial because I have had one in the last 10 years. There are few exceptions and I meet none of them… Unless, I report a theft to the police. Would it work?
