My wife and I need insurance options.

To start with, neither my wife [F26] nor I [M29] are currently insured. We live in Arizona. I am currently a student at a flight school. My wife recently started a new job in car sales and just got access to health insurance benefits. When looking at the options through their insurer, Cigna, everything was coming out to be $700+ per month ($355 semi monthly). For just the 2 of us that seems kind of outrageous. Since I am currently not working we were hoping to find something relatively cheaper but still covers what we feel necessary. My wife has a medical history which involves a nearly full spinal infusion from scoliosis. I received back surgery about 5 years ago and have had no pain since and I’m not too concerned about re-aggravating it. I almost never need to go to the doctor because I RARELY get sick or injured. My wife on the other hand gets sick every 3-6 months which requires a doctors visit. She would like for us to both have annual physicals. She also would need to see some specialists for things such as OBGYN, or if her back gets worse. Is there a way for her to be on a plan such as a PPO or HMO and myself on a HDHP? If not, what would be the best compromise so we are not paying exorbitant amounts for something I will rarely use? I am also wondering what may be the best company/companies to go with.

Could anybody help us out with this?
