Rabies Vaccination and HRA Insurance

I had a possible rabies exposure (woke up to bats in my room a couple nights) and the county health department is recommending that I get vaccinated. The county bills insurance, then they make up the difference so that the patient doesn’t pay a dime, which sounds pretty sweet. My boyfriend who does not have insurance is getting his shots for free.

Here is where it gets complicated: I have insurance, but it’s an “HRA”. Basically (if I understand it correctly), it works like a health savings account where my employer deposits money, then all of my medical costs get deducted from that account. I normally don’t pay anything out of pocket while there is money in that account. Once it’s used up, I pay out of pocket until I hit my deductible. Before now, I’ve never used up the money in the account. I’m worried that the rabies shots will empty it, then I’ll be left paying out of pocket for other my prescriptions and appointments for the rest of the year.

Am I interpreting this correctly? And is there anything I can do to mitigate this problem? On another note, is it fraud if I tell the county I don’t have insurance?
