Do I qualify for NY Medicaid/Medicare despite not having been in the state for 6 years?

So to keep things simple I was wondering if I qualify for insurance in New York State a few factors that may be relevant here. First of all I've been in a western European country caring for my mother who has Alzheimer's for the last six years. Despite this I do still have a mailing address in New York State which is tied to a mailing house and not an actual residence, so I do have a NY State ID ( I know naughty naughty) that is current. My plan was to return to the US and go for a full-time nursing program at one of the CUNY or SUNY schools. However I suffer from some pretty serious health issues cardiovascular nature and I wanted to make sure that I would still be able to get comprehensive health coverage. I also was wondering if I should just stick with the mailing address and say that I have been between the US and Western Europe takijg care of my mother, Or if I should put all my cards on the table and just admit to being in Western Europe for the last six years. In any case all advice is appreciated I am quickly running out of funds and will soon be homeless here in Western Europe. My fear is that the mailing house won't be sufficient and I'm just not sure how to navigate applying for any insurance. Any and all advice would be greatly appreciated thank you!
