Medi-Cal Working Disabled Program

My father has Medi-Cal with a share of cost that's $2,040 dollars. I am trying to get him enrolled in the 250% Working Disabled Program so he will have no share of cost, but it has been extremely difficult getting him enrolled. In March, I was able to get a case worker over the phone to put him in the WDP, but he was removed from it one month later in April for no specified reason. During April, I went to one of the DPSS offices in person, and the worker I spoke with put my father back in the program, but my client was ONCE AGAIN removed from the program about a month later in early June. As of July, he's back on a high SOC Medi-Cal.

I've talked to countless different reps over the phone and agents in person, and I get conflicting information from everyone, with pretty much almost no one being able to help. How does this program work? When I go through the website that outlines the program, it seems that my father should qualify.

[THIS ONE CONFUSES ME, MY FATHER HAS NEVER RECIEVED SSI, BUT FROM WHAT I HAVE HEARD OTHERS SAY, YOU DON'T NEED TO BE ON SSI IN ORDER TO QUALIFY FOR THIS PROGRAM SO I AM REALLY CONFUSED ABOUT THIS REQUIREMENT]

Can someone please explain to me how I can go about getting a Medi-Cal case worker to put my father in this program permanently? All the info I have found online makes this program seem pretty straightfoward, but my experience has been anything but
