Can I get additional health insurance to add to what my employer offers?

My employer offers an Access PPO Bronze HSA Plan through Kaiser Permanente in Washington state with a $6,000/$12,000 Individual/Family deductible (in network) and a $12,000/$24,000 individual/family deductible (out of network). I have never seen something so high before and I am wondering if I am missing something.

There is a 40% coinsurance (which I think means the plan will cover 60% and I will pay 40%, is that correct?).

The cost for my kids would be $250.51 per month for each child. ($501.02 per month for both of them). The cost for myself would be $$397.55 per month. Together this totals $898.57 per month or $10,782.84 per year for my family.

I earn $6,200 per month before taxes (74,400 per year).

The cost of insurance through my employer would be 14.5% of my paycheck.

Is it possible to get insurance through the Marketplace in addition to what my employer offers or would I forego the employee plan altogether?

This plan sounds completely awful to me, I have never had a deductible so high, nor a monthly premium this high before. Are people at this company using this PPO/HSA as a supplement to another health plan through the marketplace? Can you do that with this plan or is that illegal? Is this just some sort of tax saving thing? Is this plan really as terrible as it looks? My employer said "we have a pretty good health plan" when I was hired, but I didn't get the details on what was included in this plan. He is a smart man, and I am curious if he thinks it is a good plan, perhaps there is something I am missing here.
