Arriving from a war zone with preexisting conditions

My brother (age 30s) has been sick for the past several months with mono and possibly some additional condition(s), causing him weakness, vertigo, and other symptoms – the full diagnosis is a bit of a mystery. He has been on medical leave from work for a couple months now. He was previously very healthy.

In addition, he is a US citizen living abroad, but he will need to fly back to the US in the next few days to avoid being caught in an ongoing war.

How can he obtain US health insurance ASAP, so that he is adequately covered for possible ongoing treatment as well as more extensive treatment in case his condition flares up into something more serious?

Between me and him, we are in a reasonably good financial position, so we can afford insurance, but don't want to be stuck with an enormous uninsured bill in case something goes unexpectedly wrong. It is also important to us that the insurance be effective right away, without a long waiting period.
