Best way to get Reissued MLR check from Carefirst in Maryland

So in Mid-March, I (M/34, $25000) was doing some spring cleaning and found two MLR (Medical Loss Ratio) checks totaling near $800 from 2022 and 2023 from Carefirst BCBS in Maryland that had since expired. On March 22nd, I called them to see if they would reissue the checks and they said they would and that it would take 7-14 business days. I follow up with them 14 business days after since the checks had not been sent and they said that they are delayed and that it would be 30-45 business days. 45 business days pass and the checks still didn't arrive and so I wanted to get an update and they said they had to double check a few details and that it should be coming within 30 business days of May 15th, which is today.

These checks have still not arrived and I have had close to 10 different phone calls with Carefirst trying to figure out what is going on to where I am tempted to get the Department of Health and Human Services involved since Carefirst seems to have absolutely no intention of sending me my MLR checks. What recourse do I have since Carefirst has repeatedly lied to me about when my checks do arrive? Is there a regulatory body in Maryland that deals with this or a customer-facing accounts number for people with Individual Marketplace plans in MD that can get their checks sent to them?
