Why am I not qualifying for Medi-cal? I barely make any money.

I am currently 25, will turn 26 in mid July. My current insurance is Anthem blue cross, I am covered by my mom’s insurance from her job (I am a dependent) I just got a letter stating that I will be aging out but I can continue my coverage if I choose to, however its just too expensive for me. I applied for medi-cal a few months ago, and again last week. It doesn’t state any reason that I don’t qualify, it just says I don’t, and it says I make too little money. I applied through covered california as directed, I am double checking everything and I don’t believe I made an error on my application. Last year I made very little, this year I will be making even less. I put down that my household is just me, and the income threshold to qualify I believe is 20k , I make WAY less than that. I’m trying to contact my local health and human services to get in touch with a social worker who maybe can help me, but the wait time was two hours… so I scheduled a call back and hopefully they do actually call me back…. I am so frustrated because I don’t know why I’m being denied. I’m broke as shit and have expensive medication and I don’t know what to do.
