New to insurance, is the following legal??? (ACA)

Hi, I just recently got my health insurance license and started a new job doing ACA insurance. Some of the things that the company wants us to do seems a little sketch, like the following;

When speaking to a prospect if they say their income is X, you can "estimate" that their income is between $2,000 of X. So for instance if John Doe says he makes $14,000 I can estimate that he is between $12,000 or maximum of $17,000, so that I can make sure he qualifies. We are never required to confirm house hold income or any income in general. We don't, can't, and should never ask if they are a Tabaco user. When a married couple is filing separately, I can still sign them up as long as I incline they need to file together and then they say they will. Even if they won't/don't.

Know I may just be confused and this is all fine. However, it just seems very sketchy and the last thing I want is to lose my license after just getting it. Also, all of these things are heavily pushed to be done by us.
