Insurance for Mentally ill Brother

Hi everyone. Sorry to be a little clueless,I have little knowledge in this topic, as I have only ever had health insurance through my parents or husband. I have a mentally ill brother who will be turning 26 in the next few months. For reference, he did not graduate high school, doesn’t drive, and has never had a job. He has autism and bipolar disorder. He still lives with my mom. He is not on disability as he has refused to see a doctor for many years to get this process started. My parents would like to obtain some sort of medical insurance for when he can no longer be covered by them. We really only need hospital coverage for if something more extreme were to happen and don’t mind a high deductible. He does have over $10k saved which is from gifts received over his life. Not sure if that would prevent him from qualifying for anything. For reference we are in Michigan. What should my next steps be and what would my best options be?
