Can New York State of Health legally charge me an additional month

I am moving to a different state at the end of the month. I tried to cancel my insurance through New York State of Health on 6/17/24 and noticed that is says my insurance will end 7/31/24. I called to ask them why my insurance wouldn't end at the end of this month and they said that my contract states that I have to give a 14 days notice. I gave exactly 14 days so I asked why they couldn't end my coverage on 6/30/24. Then they said "oh by 14 days notice, we mean that you have to cancel by the 15th of the month" which makes no sense. Those are two separate definitions. They said the only way they will let me out of paying for July is if I have insurance in my new state starting July 1st. I called Market Place to see if I was even able to apply for insurance in my new state to start on the 1st of the month and they said I should be able to acquire insurance in the new state starting on the 1st as long as I applied before the 1st of the month. The only problem is that I have to provide a date that is past rather than a future date. So I only have 3 days to apply for insurance in the new state and then send it to New York State to dis-enroll for July. That is cutting it very close to the time when my bills for the insurance are due. I looked over my original contract and nowhere does it state that I have a deadline to give notice, let alone either of the policies they told me over the phone. Is this legal? Any advice from anyone who has moved to a different state and had to deal with this themselves?
