Tryed to Apply in open enroll when I turned 26, was sent to state agency and I never heard back

I turned 26 in March and immediately filed for change of life circumstances on open enrollment. They sent it off to the state agency. State agency proceeded to never contact me. I tried to log in to apply on the state agency's website. My email is already tied to an account. I don't exist in their system after trying to recover my username using personal info. I make a new email and make an account and apply, am immediately denied.

Went back to healthcare.gov and it says completed. I cannot apply again. I don't know what to do.

I recently was employed this month after being unemployed for a bit (and doing a disability application) and wanted to at the least try to reapply using that circumstance. I need healthcare and continuing care to manage my chronic illness and resulting mental exhaustion from that.

I'm just so tired, I can't pay out of pocket for the care I need and just want to continue my treatment path. I make $18/hr and work anywhere from 25-35 hours depending on how I'm doing physically. I can't afford to stay waiting on disability so I'm just forcing myself through, it's destroying me mentally I just really need help.
