Recommendations for insurance for SO’s family

Long story short: my significant other's dad became uninsured when he failed to enroll after his employer changed providers/plans this past year. Unsure of the exact details, but he's exclusively Spanish speaking and is also a driver at the company he works for so not always on site. It sounds like he fell through the cracks.

We've been told that he won't be eligible to sign up for company provided insurance plans until next open enrollment.

He's in his early to mid 60s, has.some minor pre-existing conditions but nothing serious. We've looked into the marketplace but with his income the plans there are kind of expensive (~650 a month).

Additionally, her mother is also retiring soon and will lose insurance through her employer.

Forgive me, I'm not well versed in insurance as I've always been lucky enough to have employer provided insurance so I've never had to deal with issues like this before. Just wondering what our options are to get them insured for a reasonable cost until open enrollment at the end of the year.
