Elderly Mother was Applied for Second Insurance. How to navigate?

I believe my mother was preyed upon and was unknowingly registered for an additional insurance plan, or even worse, a medigap advantage plan. She is currently 62.5 and has not reached the age to sign up for Medicare. I had planed for her to sign up for part A+B, part G, and a drug plan.

However, a insurance broker had walked her through and submitted an application to "UHC Kelsey-Seybold Gold Copay Focus ($0 PCP Visits, $0 Insulin)". I don't quite understand how this can be done since she currently has private insurance with BCBS (purchased through marketplace and using APTC credits. I can't tell if this is an advantage plan or if it's a secondary private insurance.

I am afraid that if she is registered for an advantage plan I would not be able to switch her back to traditional medicare without going through underwriting. Another worry is that if this is a secondary insurance plan, it will overdraw her annual APTC credits and she will end up paying for two insurances.

I am trying to reach the broker to terminate the application but have not been able to get ahold of anyone. This is currently within 24 hours.
