Old insurance company refuses to do retroactive termination?

My old employer apparently messed up and didn't submit a termination for my health benefits (on Insurance #1) after I left the company and moved to a different state at the end of 2022.

I got new insurance early on in 2023 (Insurance #2) and then had a bunch of medical procedures throughout the year which I successfully submitted to Insurance #2.

Now, suddenly, Insurance #2 is denying all those claims saying that I was actually covered by Insurance #1.

After calling Insurance #1, they said to call the HR department at my old employer to get a retroactive termination put in, which I did. A week ago, the HR department said they would submit a retroactive termination on my coverage.

Now the HR department at my old employer is saying that Insurance #1 is not willing to retroactively terminate that coverage.

I'm getting calls from medical providers about the denied claims and they're warning me that it could be too late to go back and file those claims on Insurance #1.

What can I do?
