American working for European company- preexisting conditions?

I'm an American and have worked for a European company for about 2 years- the company has several hundred employees but there are only <10 of us living in the U.S. When I first started they were using Trinet to manage payroll and benefits for the American employees and they're in the process of switching to Vensure.

Vensure is requiring the U.S. employees to fill out a questionnaire with basically a full medical history before enrolling us in the employer health insurance plan. The questions are about:

pregnancy mental health history current prescriptions about 30 different medical conditions

My HR department is well-meaning but does not understand the American healthcare system and has not been helpful. They say until I submit this form they cannot enroll the group in benefits because Vensure needs it to underwrite the insurance plan.

I'm so confused because I thought the point of the ACA was to prevent insurance companies from charging more on the basis of preexisting conditions.

Is there some sort of ACA exception for foreign companies? How vague can I be about my medical history?
