Fraudulent Marketplace Enrollments

I don’t know if this is the place to ask this question so please forgive me if not. But does anyone know what the Marketplace a.k.a. ACA is doing about these unscrupulous agents enrolling people into Marketplace plans without their permission? Or making unauthorized plan switches? It seems to me there would be a way to block blacklisted NPN’s from submitting Marketplace applications, no? Just seems like a nightmare for some of these folks who show up to their doctor one day and learn their policy has been changed. I’ve seen some of these shady Facebook ads that promote this “government subsidy” and before you know it, the person has called the number and is being enrolled in health insurance without their knowledge. Of course little does the person know the subsidy is in the form of a tax credit. Just seems like a mess. If only the general public knew how much of their taxpayer dollars are being wasted on these unused worthless Marketplace enrollments.
