Dependents not allowed as secondary

I have had my husband and daughter as dependents on my employer provided vision and dental plans as their secondary plans (my husband's employer provided is their primary) since I started at my job, 8 years ago.

Our open enrollment is 05/01-05/24, and we received a notice today that "if your spouse has coverage through their employer, they cannot be covered on your policy". For clarification, I asked our HR manager if this was new and when/why it changed. She did not know, so she emailed the TPA, who said no, neither my husband or daughter can use my vision or dental as their secondary insurance. Which means I can use my plan for the primary for my daughter, but I will have to remove my husband entirely.

It won't really cause me too much of a burden, because my husband doesn't wear glasses, and only uses my coverage once a year for his dental and vision exams. But it's going to cause a burden for several of our employees whose spouse has a very expensive health plan at their employer and uses the family plan here in lieu of that.

Can they do this? They have not given a reason.
