Help getting EOB for dental claims

I purchased dental insurance through the VA marketplace in Dec 2023. When I signed up for dental is United Healthcare, but all the billing and claims are being processed through Solstice Benefits. Since Feb 2024, I have been unable to view my EOB and have not yet received any benefits ($) from a cleaning and had to pay my dentist in full for the services. I have had subsequent visits to the dentist and cannot view any of the visits or pending claims. I have called CS four times and they read the EOB to me, but I need to see it. They said no members can see their claims due to a technical issue. I have asked for hardcopies or email of the EOB. They told me an email would take 45 days for an email. I need to get dental surgery soon to fix and old rc and need to know the cost of the pre determination in progress. The fact this company to not provide EOB or make timely payouts of claims seems to be breaking a contract with me and maybe the law. Can anyone offer me advice as to how to report this to some state agency or person? I'd like to find a new insurer, but don't know if I can switch since it's not in the open enrollment period. Any advice would be appreciated.
