BCBSTX won’t send me a replacement card

Hi, I was robbed yesterday. My car window was smashed and wallet taken(it was out of sight.) it’s been a nightmare disputing charges, getting IDs replaced, plus the window itself, etc. I thought the easiest call would be requesting replacement health insurance cards. When I called, they told me I owe over $500 because I didn’t meet my deductible last year. They have a hold on my account and won’t send me new cards, and I’m at risk of my policy being terminated. Has anyone heard of this? The rep said it’s new as of 2023. I pay over $200 monthly to insure my husband and myself, PLUS my deductible, PLUS copays and anything not covered, and now I also have to pay the full deductible every year anyway, even if I don’t need it??? Why have insurance??? Maybe this isn’t anything new, I’ve only been off my parents’ plan for a few years. I’m just so confused and stressed. And why didn’t they alert me of this!??? I guess I’m just ranting, but, if anyone has any tips or info, that’d be appreciated. No idea if this is a Texas only thing, a blue cross specific thing, a PPO thing, or what.
