Looking for some guidance- unusual circumstances

I am trying to help my daughter's friend figure out health insurance and it's a very complex situation. We live in Massachusetts and she is 18 years old at this time. About 3 years ago her father passed away after battling cancer. Tragically, her mother passed away this past year as well and she is now pretty much on her own. About 4 months ago, she moved to the state of Virginia for college. She rented an apartment and plans to set up full residence there. She does still have her family home here in Ma.
Here in MA, we have Mass Health- which makes it quite easy to get yourself insured- which you're legally required to do, I believe (or tax penalties). I don't know anything about the VA health system. She wears glasses and has other basic medical needs, and needs to get health insurance. I would assume there are options for young college students without parents- but I'm not sure where to even start. If anyone can point me in the right direction, I would be so incredibly grateful.
