Car accident and Health insurance

I had a car accident several months ago.. bad accident I was taken to the level 2 trauma center in my area and turns out I broke my knee in several places and my clavicle (due to my seatbelt)..Dr comes in says I need surgery..fine have surgery the next day and spent 18-19 days in inpatient rehab.. go to the surgeon that I had and his staff says.. you were in a car accident, we don't bill car insurance you'll have to pay out of pocket. I let them know I was unaware of the policy and that I was assigned this doctor because he was on call. No doctor is going to want to take a patient that they didn't operate on.. I can't afford to pay out of pocket. They agreed to handle it.

In Texas car insurance only pays $10,000 for medical expenses..so now that's used up.. Health insurance paid my huge hospital bill but Surgeons office now says that health insurance wont pay for car accidents, so they are billing me.

I need to find out what Texas law says about this but TX Department of insurance helpline is saying I think health insurance pays. But I really need something in writing to show the doctors office. I thought I was done needing to see him but I still have pain and i just want to make sure everything is healing right.. I was supposed to make an appointment but again can't afford to pay out of pocket.
