(CA resident) Cheapest CA compliant health insurance for long term travelers?

My spouse and I are traveling internationally for most of this year. We already have travel insurance for all our travel. But I am looking to maintain legally required health coverage in US (CA) while we stay out of the country.

/what kind of health insurance can we get such that

We meet the burden of meeting CA Healthcare mandate Have some basic coverage for major life events. Reduce overall expense as we are unemployed and paying this out of pocket.

We both are unemployed but we don't qualify for subsidy as we had some income at the start of the year. As such even the most basic bronze plans are coming to be $1000 per month (with no dental). I can't go for the official catastrophic coverage as I am over 30.

Even though we won't be able to use the coverage, it will be over $12,000 per year. But I want to maintain some basic coverage for a major life event like cancer or a bad accident. Does anyone have any recommendations for navigating this?
