Urgently need a Health Insurance Plan for Out of state surgery (cancer patient)

My mother just had a cancer-related double mastectomy procedure. During the surgery they had a complication which resulted in a lung puncture and a pneumothorax on both lungs and her being put in an ICU, there are talks of a follow up surgery and reconstruction surgery after the recovery from the first surgery, however I do not want her to go back to that hospital ever again.

She lives in Michigan, and is covered by Blue Cross of Michigan HMO thorough her employer (only option employer offers). I live in Southern California and would like her to get the follow up procedures done here as me and my wife can take care of her in California during recovery while still brining in income as we cannot afford to stop working and stay in Michigan for an extended period of time.

Is there any insurance plan that covers out-of-state surgery for non-residents with a pre-existing condition? I have been trying to google this but its really non-obvious. Where could I find such a plan?
