Marketplace insurance will not allow me to add newborn for first 31 day coverage.

I have an individual marketplace plan. I have paid all of the premiums and deductible. When I became pregnant I asked my insurance how to ensure the baby is covered after birth. They stated I just have to call and have baby added to my coverage. This confirmed what my health insurance coverage benefits manual stated. It says that my health insurance coverage benefit is that my newborn is covered under my health insurance plan for the next 31 days after birth.

However, when I called to add the baby for the first 31 days of coverage, they refuse to add the baby. They say that I must reapply on the marketplace. I have referenced the health insurance benefit manual by page number and have been told to disregard that. They will not and have not covered my babies healthcare costs in the first 31 days. I keep telling them that this coverage for the baby is a benefit to me, its my benefit, I've paid my premiums and deductible, so the baby should be covered. They send me to the marketplace of which only want to sign up for next year ect. They say that they are not directly involved with insurers coverages and benefits.

I'm very frusterated and tired of this run-around. I've spent nearly 8hrs on the phone between my insurance and the marketplace. I understand that after the 31 days the baby needs their own insurance. But the baby legally is and should be covered under my policy per the insurance coverage benefits manual. What do I do?
