I’ve apparently had coverage since last year and had no idea

I’m hoping I can get some clarification on what is or isnt normal. I’m 29 and I’ve never had my own medical/health insurance. Until my mid 20’s I was still on my parents plan and then when I fell off I was too broke to get my own. I took advantage of local programs for anything I needed medically and paid out of pocket.

In 2021 I started a new job that has benefits, but I only became eligible for those benefits in 2022. I wanted some help getting th medical insurance figured out and I was pointed to a local insurance broker. I spoke with him a bit and filled out some documents so he could understand my financial situation as well as get some background on my health status so he could fill me in on what coverage would be available for what prices and all that. We spoke in August 2022 and he told me I was out of the enrollment period and would have to wait. I reached out to him a few months later and didn’t get a response so I dropped it.

Fast forward to today I was going over my spending and discovered a $30 charge to “Chesapeake-UHC” categorized as “Insurance”. The only insurance I knowingly pay for is my car insurance through state farm. Did a bit of googling and discovered that charge is from United Health Care who owns Health Markets, the company the broker I spoke to is involved with. I’ve never received an insurance card, hell I’ve never seen a bill from them in the mail or in my email. Spoke to someone from United an hour ago and they were able to confirm that I have a policy with them active since August which is allegedly when I wasnt able to enroll. Mathematically they would owe me back around $400 by the time December hits.

Was I wronged by this broker? What degree of fuckery am I looking at? I’ve been thinking about contacting my attorney all day but I wanted to gather some more information first before I make a big deal out of this. I did not consent to sign up for any kind of coverage, I only told the broker what I was looking for (medical/vision/dental). I did not agree to anything. I don’t have a policy number or anything(the department United transferred me to is closed during these hours).

Tldr I think an insurance broker signed me up for coverage without my knowledge.
