(NY) Should my dad be eligible for Full Medicaid as a temporary non-immigrant?

I was wondering if we can make a case that my dad should be eligible for full Medicaid because of his “lawful presence” (temporary non-immigrant B1 B2 visa) and him renting an apartment in the state of New York (thus establishing NY residency). For full disclosure, my dad came to the US earlier this year on a B1 / B2 visa for approx 3 weeks, then was away for a couple months before returning to the US. He fell sick then and was diagnosed with several health problems that have constrained his ability to travel. He still holds a valid B1/ B2 visa and has valid I-94 (i.e. he hasn’t overstayed). He currently rents an apartment with me in NYC, his name is on the agreement but the actual paper document doesn’t say anything about the duration of the agreement (it is month-to-month).

I understand it’s a long shot but I’m trying to get some medical assistance and would appreciate any help.
