Health insurance coverage for a newborn

I'm having some issues with my son's health insurance coverage and wanted to see if I have any options. My son was born on August 16th. I was told at the hospital that I would receive a social security card and a birth certificate within 6 weeks. When my husband went to enroll our son in insurance, he was told they could not add him until we had his social security card and birth certificate. The social security card came within a couple weeks, but we never received his birth certificate. The pediatrician told me we needed him on insurance by 2 months and said that I could go to the health department to get his birth certificate. I did that and we got him added to the insurance on October 12, but they put October 12 as the date he became active and not his birth date. They're telling us that since we didn't add him within 30 days he didn't become active until the day he was added. I spoke to the insurance company and they said it should be automatically retro-dated to his dob regardless of when they were notified. She was going to go through re-enrolling him with me, but I was at work and didn't have his ssn, so she told me to call back when I had that. I got that and called back, but the person I spoke to this time said they don't handle any enrollment there, and it has to go through the HR department. Do I have any options here?
