Is there a way to challenge an employer’s claim that their plan is "Minimum Value"?

Is there an agency or body that one can contact to inquire about whether a minimum value plan meets the legal minimum for "Minimum Value"?

The government banned "skinny" plans a long time ago, plans that lacked substantial in-patient hospitalization coverage (for Minimum Value employer plans), but I can't find any information on what constitutes "substantial" in the government's eyes.

Our insurance offers us a mere $25,000 "limited benefit" per hospitalization (with a $500 copay and 40% coinsurance) with any further costs being "member responsibility".

So theoretically, a catastrophic health incident would bankrupt us as we could receive hundreds of thousands of dollars in bills with no limit on our out of pocket costs! Is this not a "skinny" plan? Yet the SBC attached to the plan claims that it meets Minimum Value standards and bars us from getting a premium tax credit to buy actual insurance.

Is there a governing agency that I can contact to enquire about it?
