Employer provided insurance questions

My employer is switching insurance, we had a ppo plan through tufts, they wanted to give employees the option for a high deductible with an hsa so we are moving to BCBS. They are offering us 2 plans, a standard ppo and a high deductible. The ppo is supposed to be the same as the tufts insurance was but unfortunately they can’t provide the actual coverage policy. It sounds a lot like my self pay employer hasn’t finished the coverage elections or something. The answer I got from both HR and BCBS is they have 90 days after the start of the new plan to produce one. If I have specific questions I can get them answered one by one.

Like is this the norm? Do people sign up for insurance not actually knowing the policy? And if the policy ends up having exclusions does that count as a life event? Would I be able to switch. I’ve been consistently asking for more information since it was announced we were switching, they wouldn’t tell us who we were going to back in august. Since then I’ve been asking for coverage details every few weeks hr says call bcbs, I do, bcbs says HR has that info.
