Sharing medical insurance in college organization

Hi y'all. Last night my friend had a medical mishap after he tried to do a backflip while we weren't looking and took a tumble 30ft down a canyon and had blood coming from his head. I immediately took him to the er and he ended up being fine with no concussion or spinal damage after an MRI. I'm his roomate and luckily knew the password to his phone so after doing some digging, I was able to get his insurance info.

The whole experience had me thinking, if it wasn't my best friend and I didn't have his password I wouldn't have been access important info for the ER. For context, Im on the executive board of a fraternity, I want to make sure we can provide insurance info in the worst case scenario when someone needs to take someone else who is inebriated to a hospital and can't provide info. I was thinking, is there a way I could ask the other members (voluntarily) to provide insurance info in case of an emergency? My first thought was just making an encrypted folder of everyones insurance info and any other important info (height, weight, meds) but I realize that people may not want to share that info with a non medical professional. Do you have any ideas for making people feel better about sharing that info? Is there some sort of (preferably free/cheap because we don't have a ton of money) way of implementing something like this? We've never had a situation where someone needed to go to the hospital for alcohol poisoning but college kids are stupid and I want to be prepared to make sure nothing goes wrong.

Please let me know if you have any thoughts or opinions. I know this is stupid and we shouldn't be in a situation like this and we do try to educate members about the risks of drinking but stuff like this will still happen and I just want the best for them, so please only contributive comments.
