Does this count as surprise billing? Or do I have a chance at disputing this?

I had surgery in California in Fall '22.
My surgeon was in network. His practice was in network. His surgery center was out of network – which I did not know.
I was in his practice when setting up the surgery. They told me there was insurance issues, but if I paid them 2K before the surgery, that's all I would have to pay to them.
The document they gave me to agree to the 2K payment says:
"I have been informed of my insurance benefits and I am aware of the money due to be collected on the day of surgery". The form above said Payment 1- $2,000.
I go to the surgery center the next morning and pay the 2K to the surgery center. I receive a receipt from the surgery center, and they attach the receipt to the above document.
The surgery center sent me the bill for 7K to cover the cost that my insurance denied because the surgery center was out of network. So, does this count as surprise billing or at least something I can dispute as they told me it would be 2K flat?

I'm going to call regardless and try to fight it, but I just want to see if I have a basis outside of "this is what you told me".
