Insurance options purely to cover catastrophic accident/hospitalization.

I'm looking for a short-term monthly insurance plan that covers purely unforeseen medical emergencies/hospitalizations. I'm having trouble distilling what's scam, what policies/providers would actually pay out, etc.

I just want something with like a $25k out-of-pocket max and around $1M of total coverage for ~8 months. I only care about covering emergencies/hospitalizations including ambulance rides. My goal is essentially not being financially fucked by the initial treatment if I get destroyed in car accident.

UnitedHealthOne had some fitting plans for under $100/month, but as a requirement you have to have been resident in the US for the last 12 months, which I haven't been (but I am a US citizen). Are there any other decent plans of the sort to look at that lift this restriction and that won't bullshit me in the case of a claim and actually pay out?

I can't sign up at healthcare.gov because I don't have any qualifying events (I'm also not technically resident in the US, or, at least, I'm dually resident in another country).
