CHIP Perinatal Vs Marketplace plan

Hi all, Me and my wife are currently pregnant and reside in Texas. At the beginning of the year we signed up for an HSA Marketplace plan with a $7K/$15K deductible that is also our out of pocket max. After surpassingly finding out we were expecting we tried applying for medicare but were denied due to her immigration status but were approved for Chip Perinatal.

After reading all that potentially isn't covered like after birth complications we are worried that we are exposing ourselves to (possibly) unlimited medical bills for her just to have the baby covered at birth. My question is are those fears based on reality? Did accepting this coverage really mean exposing ourselves to the possibility of paying over the out of pocket max?

We have just a little below the $15k in HSA savings but were trying to avoid wiping that completely out 🙁 and was hoping CHIP would help but we are worried it's the opposite of a blessing in disguise.
