IEHP emergancy perscription refill?

California, IEP, Medi-Cal

I'm not sure where to ask this, please forgive me if this is the incorrect subreddit.

I'm writing this on behalf of my mother whos been on Xanax AKA Alprazolam, for nearly 30 years. We've been going to the same pharmacy, same doctor, and same insurance for about 5 years now and never had a problem with this prescription. The pharmacy told us over the phone it would be ready to be picked up the next day, just in time since she had only 3 tabs left. Called before going in as usual to double check and was told the prescription was rejected by our insurance. Thats really weird so we called the Doctors office and they told us it was approved, probably just needed a doctor to sign off on it. Its been another 24+ hours and heard nothing, called the Doctors and they said they would have the doctor sign off on it again. So either the doctor did and it got rejected, or they didn't do it yesterday knowing it was an emergency.

Does IEHP have any type of system in place for emergency medication refills or is going to the ER the only option?

(Please forgive the typo in the comments, Im trying to figure this out so my mother doesn't start getting sick)
