Travel? Health Insurance UK-EU

I am totaly lost with insurances. I was hoping to get some help with the wording in the policy of travel insurances. Since I am a non native english speaker, some things seem to be tedious :/
Situation:
I am trying to find a fitting (travel?) health insurance for emergencies (accidents or sudden illnesses) for my partner.
– She is german citizen (born + passport)
– Lives and works in the UK under a global talent visa (after brexit – so no elibility for GHIC/EHIC).
– She apparently is only insured by the NHS inside of the UK – not when she visits her family in germany for example.
I am not sure if I am allowed to post a certain policy here, since it might be count as advertisement.
However, in the policy there is a section which defines a few words such as:
– “Home means your normal place of residence in your home country.”
– “Home Country means your usual place of residence in an eligible UK country or an eligible EEA country.”
– Question: What is “normal place of residency and what is usual place of residency?
Google answers confuse me, since I am still not sure if in her case that would be germany or the UK.
I another section it says:
“If you are admitted to a hospital/specialist clinic while abroad…”
– Question: What does abroad mean for her? Outside of UK or outside of germany?
–> If they mean germany, then she still won’t be covered in germany, which defeats the purpose in the first place. And unfortunaetly “abroad” is not defined in the section above.
