Almost nothing counts towards deductible for Cigna plan

I have a Cigna plan through my employer. I chose a lower deductible plan, expecting to meet the deductible fairly quickly because I have a lot of doctor visits and prescriptions. Turns out that none of the services I regularly use apply. On my coverage page it says "Expenses that apply to your in-network deductible, include payments for covered medical, behavioral health, and pediatric vision services before your plan begins to pay. Copays and coinsurance don't count toward your deductible." Is this common?

In the past I have had Rx not apply, but not even co-pays? After going through all of the costs for the various services, it says "your in-network deductible is waived" (as though it is a good thing) for everything except surgeries and inpatient stays. It is really annoying because I didn't know this info until after I chose this plan and with these restrictions I am unlikely to reach my deductible, unless I have an unexpected serious illness/issue. Obviously there is nothing I can do about it now, but are a lot of plans like this?
