Can someone tell me if this is legal?!

I’m on WellbutrinXL. I take two 150mg tablets every morning with a 30mg buspar. I’m on state insurance in Indiana and it’s called the healthy Indiana plan. I went to go pick up my prescription and they told me it wasn’t covered, I stepped to the side and talked to one of the pharmacy techs and she was able to pull it up and it showed a note from the insurance that said I had to change my prescription that I’ve been taking for 4 months and it’s done wonders for my mental health, to one pill of WellbutrinXL instead of two. How can insurance do this? They aren’t medical professionals. I’m disgusted and scared. Big pharma is evil. I asked for the price out of pocket since I need it, and she tells me $615. EXCUSE ME WHAT?! How is this legal?!???? Does anyone have any advice or have you been in a situation similar?? I’m so worried I’m not gonna have my medication, I’ve made so much progress with my depression and anxiety I can’t lose that. It’s done so much for my relationship and my ability to be an amazing mom.
