Need help comprehending insurance company wording.

I need my wisdom teeth removed cause they have cavities and probably need root canals, so the dentist said it's better to just remove them. My health plan doesn't cover their removal because they're not impacted. I had hoped it would cover the sedation, but their wording is confusing and I'm trying to understand what they mean. This is what they told me:

Thank you for your email on 3/9/23. Anesthesia is covered if the removal is related to a covered dental service. Therefore, if the teeth are not impacted, the anesthesia will not be covered because the procedure is not covered. However, anesthesia is covered when rendered in a hospital or outpatient facility setting and for associated hospital charges when your mental or physical condition requires dental treatment to be rendered in a hospital or outpatient facility setting.

Could someone help me understand the second part about when anesthesia is covered.
